The following view of preventing unauthorized persons
access to the Forts in course of con-
struction: they
are to be carefully observed and
enforced by Guards and sentries, and as far as possible by all persons in charge or superintendence of the works, and their subordinates.

The superintending Officers, N.C. Officers and men of the Royal Engineer to have access to the works on which they are Employed.
2. The Contractor, his foremen and labourers, are to have access to the works on which they
are

Employed during working hours.
No other persons are to be permitted to visit
the works without a pass signed by the Commanding Royal Engineer
4. No persons are to be permitted to sketch the works or in their vicinity, except in the performance of their duties, or with a pass signed by the Commanding Royal Engineer.
5. In case of doubt reference to be made to the nearest Royal Engineer Officer, N.C. Officer or sapper Superintending, and in the mean time the visitor to be excluded from the
Works.
